- The employee must have retired before becoming entitled to the usual annual increment in the higher post or scale.
- The usual annual increment will be allowed notionally in the pre-promotion post or scale, followed by consequential refixation of pay in the higher post or scale.
- The notional refixation will be made only for calculating pensionary benefits. It will not create any entitlement to arrears of salary or allowances for the period of active service before retirement.
- No double benefit of the usual annual increment will be admissible under the existing provincial instructions and the policy.
Effective Date of the Policy
The memorandum states that the dispensation will take effect from September 21, 2022.
Cases of eligible civil servants who retired on or after September 21, 2022 will be regulated accordingly, subject to the conditions mentioned in the memorandum.
Policy Applies to Sindh Government Civil Servants
The Finance Department has clarified that this policy applies to civil servants of the Government of Sindh who are governed by the applicable provincial pension rules.
Employees of autonomous, semi-autonomous or statutory bodies will require separate adoption by the respective competent authority before the policy can be applied to them.
