Punjab Union Council Employees Service Rules 2026 Issued – Check Eligibility, Age Limit, Pension & Recruitment Rules
The Government of Punjab, Local Government and Community Development Department has issued the Punjab Local Government Union Council Employees Service Rules, 2026.
The notification was issued in Lahore on 24 August 2026 and was subsequently published in The Punjab Gazette (Extraordinary) dated 31 August 2026.
According to the official notification, the new rules have been framed by exercising powers under Section 189 of the Punjab Local Government Act, 2025. These rules regulate important service matters of Union Council employees, including recruitment, qualifications, age limits, leave, retirement, pension, conduct and disciplinary proceedings.
The rules have come into force at once.
Important: This notification primarily introduces service and recruitment rules. It should not be treated as a separate vacancy advertisement unless the Punjab Government or relevant department subsequently announces vacant posts and invites applications.
What Are the Punjab Union Council Employees Service Rules 2026?
The new rules are officially called the Punjab Local Government Union Council Employees Service Rules, 2026.
They apply to employees working in the Union Council service under the Local Government and Community Development Department Punjab.
The notification defines important terms including appointing authority, employee, service, post, schedule and lump-sum pay package.
A lump-sum pay package means the salary package notified by the competent authority and included in the terms and conditions of an employee’s initial appointment.
Union Council Recruitment Rules 2026
One of the most important parts of the notification is the schedule containing qualifications, age limits and recruitment methods for certain Union Council posts.
Secretary Union Council
According to the schedule, the post of Secretary Union Council will be filled through initial recruitment on a lump-sum pay package.

Secretary Union Council Qualification
Candidates are required to possess Graduation with at least Second Division in relevant disciplines such as:

- Or an equivalent qualification from a university recognized by the Higher Education Commission (HEC)

Existing Union Council Employees
The notification also provides protection and clarification regarding existing employees.
Employees already serving on the basic pay scale will continue their service under the applicable terms until retirement from their respective cadre.
Meanwhile, appointments made under the new lump-sum pay arrangement will be governed according to the terms and conditions mentioned in the employee’s contract and the applicable service rules.
Leave Rules for Union Council Employees
The notification contains separate provisions regarding leave.
For eligible employees, the Punjab Revised Leave Rules, 1981 will apply mutatis mutandis, meaning with necessary modifications according to the circumstances.
For employees appointed on a lump-sum pay package, leave will be governed according to the terms and conditions of their employment contract.
Retirement Rules for Existing Employees
The Punjab Union Council Employees Service Rules 2026 also provide detailed retirement provisions for existing employees on a pay scale.
An employee may retire from service on a date determined by the competent authority after completing:
- 20 years of qualifying service for pension or other retirement benefits; or
- 20 years of service under an applicable Defined Contribution Pension Scheme or other retirement benefit arrangement.
Where no direction for retirement is given by the competent authority, retirement may take place:
- On completion of 60 years of age; or
- Voluntarily after completing 25 years of service or attaining 55 years of age, whichever is later, subject to the applicable provisions.
Pension and Gratuity Rules
The notification provides important clarification regarding pension and gratuity rights of employees appointed under previous Local Government service rules.
Employees appointed under the repealed Punjab Local Government and Rural Development Department Service Rules, 1981 will be entitled to pensionary benefits under the applicable Punjab Civil Servants Pension Rules.
The Government will bear the pension liability of the employees covered by the relevant provision, while pension cases will be processed and finalized by the concerned Divisional Director of the Local Government and Community Development Department.
TMA Cadre Pension Fund
The notification also provides for a fund called the TMA Cadre Pension Fund.
The fund will be established at the Directorate General for eligible employees and maintained and operated under the authority specified in the rules.
Employees appointed under the repealed Punjab Local Governments District Service (Tehsil/Town Municipal Administration Cadre) Rules, 2005 have also been addressed in the new pension provisions.
The rules provide that pension contributions relating to the relevant previous period will be borne by the respective Union Council to the extent of the period during which the employee served there.
After commencement of the new rules, the Secretary will determine the rate of pension contribution.
If there is a deficit in the TMA Cadre Pension Fund, Union Councils may be required to contribute towards meeting that deficit at a rate determined by the Secretary.
Conduct Rules for Union Council Employees
The notification states that the Punjab Government Servants (Conduct) Rules, 1966 will apply to employees with necessary modifications.
This means Union Council employees are expected to comply with applicable standards regarding official conduct and responsibilities.
Efficiency, Discipline and Accountability
The competent authority has also been given powers relating to disciplinary matters.
The competent authority may initiate disciplinary proceedings:
- On its own; or
- On the basis of a complaint submitted in writing.
Such proceedings will be dealt with subject to the provisions of the applicable law, including the Punjab Employees Efficiency, Discipline and Accountability Act, 2006.
Where legally authorized, the competent authority may suspend, punish or remove an employee from service. In the case of a contractual employee, the contract may also be terminated by the authority empowered to make the appointment, subject to applicable rules and terms.
Previous TMA Cadre Rules Repealed
Another major provision of the notification is the repeal of the:
Punjab Local Government District Service (Tehsil/Town Municipal Administration Cadre) Rules, 2005.
The new Punjab Local Government Union Council Employees Service Rules, 2026 will now govern the relevant service matters covered by the notification.
